Vice President Shin-Kun Peng

Introduction 
　　After graduating from the National Cheng Kung University, Dr. Shin-Kun Peng obtained his Ph.D. in Regional Science from the University of Pennsylvania in 1989. His research focuses on regional economics, industry economics, and global trade. Over the past decades, Dr. Peng has performed distinguished work in research, teaching, and administration.

　　Dr. Peng’s career has been noteworthy for his pursuit of academic excellence. He received the Taiwan National Science and Technology Council’s Academic Research Award in 1993, the Academic Research Award from the Taiwan Institute of Urban Planning in 2003, the Taiwan Industrial Economics Award from the Taiwan Economics and Industry Association in 2005, the National Science and Technology Council’s Distinguished Research Award in 2007, the Award for Outstanding Academic Research from National Taiwan University in 2009, the Research Achievement Award (Social Science) from Taiwan’s Ministry of Education in 2009, the Investigator Award from Academia Sinica in 2016, the Distinguished Research Award on Economic Policy Research from the Taiwan Economic Association (TEA) in 2016 (joint award with Kamhon Kan and Ping Wang), and the Distinguished Contribution Award from the Taiwan Economic Association in 2018.

 　　Dr. Peng has served as Joint-Appointment Professor of Economics (2003-2022) and Professor of Building and Planning (2002-2016) at National Taiwan University, and Professor of Economics (2009-) at National Cheng Kung University. In 2013, he served as the executive secretary of two Academic Sinica policy research groups, working closely with prominent Taiwanese scholars to advise the government. The research groups’ collective efforts resulted in the policy proposals “Tax Reform,” and “Economic Competition and Growth in Taiwan.”

　　 Dr. Peng also has significant experience in academic administration, serving as Deputy Director (2001-2004) and Director (2007-2013) of the Institute of Economics, Deputy Executive Secretary of the Central Advisory Committee (2006-2007), the Secretary-General of Academia Sinica (2017-2024) and Advisory Committee Member of the Research Center for Humanities and Social Sciences at Academia Sinica. Dr. Peng has also served as Convener of the Regional Science and Geography Discipline and Committee Member in the Department of Humanities and Social Sciences at the National Science and Technology Council. In addition, he was an Executive Committee member of the Ministry of Education’s Academic Review Committee (2010-2011), and has served as President of the Chinese Regional Science Association-Taiwan (CRSA-T), President of the Taiwan Economic Association, and President of the Chinese Economics Association in North America (CEANA).
 

 

Vice President Yi-Fang Tsay

Introduction 
　　Dr. Yi-Fang Tsay received her Ph.D. in Biology from Carnegie Mellon University and completed postdoctoral research at the University of California, San Diego. She joined the Institute of Molecular Biology at Academia Sinica in 1994, progressing from Assistant Research Fellow to Distinguished Research Fellow, and now serves as Vice President.

　　An internationally recognized plant scientist specializing in plant molecular biology, Dr. Tsay focuses on plant nutrient transport and signal transduction. She discovered the first nitrate transporter gene in plants, revolutionized the understanding of nitrate transport and revealed a novel molecular mechanism of transceptor for nutrient sensing. Her work has significantly advanced research in plant physiology, growth, development, and nitrogen use efficiency. She also promotes applying basic research to improve crop nitrogen use efficiency, reduce fertilizer environmental impact, and support sustainable agriculture.

Dr. Tsay was elected as International Member of the National Academy of Sciences, US in 2021, an Academician of Academia Sinica in 2024, and a Fellow of The World Academy of Sciences in 2026. Her numerous awards include the Academia Sinica Early-Career Investigator Research Achievement Award (2000), National Science Council Outstanding Research Awards (2003, 2010), Ministry of Education Academic Award (2013), Iran Khwarazm International Science Award (2016), Taiwan Outstanding Woman in Science Award (2018), and the Enid MacRobbie Lifetime Achievement Award from the American Society of Plant Biologists (2019), Shang-Fa Yang Memorial Lecture Award. She also received the World Academy of Sciences (TWAS) Biological Sciences Award (2024) and the National Taiwan University Outstanding Alumni Award (2024).

Beyond research, she has served as acting director of the Institute of Molecular Biology, participated in the Taiwan International Science Exhibition, and fostered international internship programs, promoting academic exchange and cultivating new scientific talent.

 

Vice President Yu-Ju Chen

Introduction 
　　Vice President Yu-Ju Chen graduated from the Department of Chemistry at National Taiwan University and pursued advanced studies at Iowa State University, earning her Ph.D. in Chemistry in 1997. Following her postdoctoral research at Ames Laboratory in the U.S. and National Tsing-Hua University, she joined the Institute of Chemistry at Academia Sinica in 1999, pro from Assistant Research Fellow to Associate and Full Research Fellow. She served as Director of the Institute of Chemistry from 2013 to 2021, and was promoted to Distinguished Research Fellow in 2019, and will assume office as Vice President of Academia Sinica in August 2026. She also holds joint professorships at National Taiwan University and the BioTIG Center at Academia Sinica

　　Vice President Chen's research specialization lies in biological mass spectrometry and proteomics, focusing on applications in precision medicine and disease biomarkers. She has developed ultra-sensitive mass spectrometry-based methods for quantitative proteomics and post-translational modification analysis, serving as an indispensable tool for modern precision medicine and enabling scientists to understand disease etiology and identify early diagnostic markers and therapeutic targets. She initiated and led the Taiwan Cancer Moonshot Program, establishing comprehensive proteogenomic maps for major cancers—including non-smoking lung cancer, gastric cancer, and breast cancer, and continued to develop advanced single-cell proteomics and nanoprobe affinity isolation technologies.

Vice President Chen has received numerous prestigious awards, including the Ta-You Wu Memorial Award, two times of NSTC Outstanding Research Awards, Taiwan Bio-development Foundation (TBF) Chair in Biotechnology, Taiwan Outstanding Women in Science Award and the Ho-Chin-Tdui Outstanding Honor Award, and the Academic Award from the Ministry of Education. Highly active in the international scientific community, she made history as the first Asian female President of the Human Proteome Organization (HUPO, 2021–2022) and has served as Associate Editor for the ACS premier journal Analytical Chemistry since 2020.

Demonstrating outstanding academic leadership both locally and globally, she has served as President of the Chemical Society Located in Taipei, the Taiwan Society for Mass Spectrometry and Taiwan Proteomics Society. Furthermore, her team's nanoprobe technology successfully spun off into start-up JUN ZHI Biomedical and received the National Innovation Award. Vice President Chen received the Taiwan Outstanding Women in Science Award in 2023, the HUPO Distinguished Achievement in Proteomic Sciences Award and IUPAC Distinguished Women in Chemistry Award in 2025, and was elected Academician of Academia Sinica in 2026.
