The Regulations for Presidential Searches for Academia Sinica

  • Academia Sinica (hereinafter referred to as "AS") establishes the Regulations for Presidential Searches (hereinafter referred to as "the Regulations") for the selection of the AS President, pursuant to Article 10, Paragraph 4 of the Organization Act of Academia Sinica and Article 8 of the Regulations for AS Council Meetings .
  • When the President's term expires, or in the event of a resignation or vacancy, the Academia Sinica Council (hereinafter referred to as "the Council") shall establish a Presidential Search Committee (hereinafter referred to as "the Committee") to manage the selection process. However, this regulation does not apply if the President is reappointed pursuant to a Council resolution described in Article 10.
    If the selection process is due to the expiration of the President’s term, the Committee shall be established one year prior to when the term concludes.
  • The Presidential Search Committee shall consist of fifteen members: three from each of the four Divisions that elect Academicians (Mathematics and Physical Sciences, Engineering Sciences, Life Sciences, and Humanities and Social Sciences) elected by Council Members; and an additional three members elected by AS research staff and research specialists, for a total of fifteen members.
  • For Committee members elected by Council Members, each of the four Divisions shall elect two appointed Council Members and one ex officio Council Member. If no ex officio Member exists in that Division, three appointed Council Members shall be elected.
    For Committee members elected by research staff and research specialists, one member shall be elected from each of the AS' three Divisions: Mathematics and Physical Sciences, Life Sciences, and Humanities and Social Sciences.
    If a Committee member resigns or the position becomes vacant, the vacancy shall be filled based on the order of the original election results.
  • Members of the Presidential Search Committee shall elect from among themselves a Convener who serves as Chairperson of the Committee.
  • In addition to publicly inviting nominations from the broader community for candidates who possess outstanding academic achievements, high academic standing, a broad academic vision, strong administrative capabilities, and an open and inclusive mindset, the Presidential Search Committee may also proactively identify and approach suitable individuals as potential nominees.
  • A member of the Presidential Search Committee shall voluntarily disclose any of the following circumstances involving a nominee:
    • Spousal relationship, blood relation within the fourth degree, or affinity within the third degree, whether current or former.
    • Past advisor–advisee relationship in a degree program.
    • Concurrent service as a director, independent director, or supervisor of the same profit-seeking enterprise within three years prior to the first meeting of the Committee.
    • Concurrent holding of decision-making or executive positions in the same profit-seeking enterprise within three years prior to the first meeting of the Committee.
    • Concurrent employment at the same institution, organization, or school involving a direct employment or supervisory relationship within three years prior to the first meeting of the Committee.
    • Any other positions, relationships, or related matters that the Committee resolves shall be disclosed.

    From the date of the Committee's first meeting until the adoption of the list of recommended presidential candidates, any member who becomes subject to the circumstances specified in Paragraph 1 shall disclose such matters to the Committee.

    A Committee member may also voluntarily disclose any other relationships or matters involving a nominee beyond those specified in Paragraph 1.

    A Committee member who has been nominated to serve as AS President and has agreed to be a nominee shall automatically be disqualified from serving on the Committee. If the member is subject to any of the circumstances listed in Subparagraphs (a) through (c) of Paragraph 1, and the Committee confirms the situation, their membership shall be terminated.

    If the member is subject to the circumstances in Subparagraphs (d) through (f) of Paragraph 1, or those in Paragraph 2 or 3, the matter shall be submitted to the Committee for discussion and resolution.

  • In order to better understand the academic environment and needs of AS, the Committee may hold meetings with AS research staff and research specialists.
  • Within six months after its formation, the Presidential Search Committee shall submit to the Council a ranked list of at least four presidential candidates, along with explanations for their recommendations. The Council shall elect presidential candidates in accordance with relevant regulations.
    For the election of presidential candidates, the meeting shall be convened by the Council Chief Executive Officer. Council Members shall elect from among themselves a temporary Chairperson to preside over the election.
    The election shall be conducted by anonymous ranked-choice voting. The three candidates with the lowest total ranking scores, and who rank ahead of the others, shall be elected, with one of them appointed by the President of the R.O.C. upon submission of their names by AS. In the event of tied total scores, the candidate with the greater number of first-place rankings shall be ranked higher. If the number of first-place rankings is also tied, the number of second-place rankings shall be compared, and so forth.
  • If the President of Academia Sinica intends to seek reappointment for a second term, the Council Chief Executive Officer shall convene a meeting one year prior to the current term's expiration. Council Members shall elect from among themselves a temporary Chairperson to preside over the reappointment voting process.
    The reappointment vote shall be conducted by secret ballot, and the President reappointed upon receiving a majority of the votes cast by the Council Members present.
  • The Presidential Search Committee's administrative work shall be handled by the Academia Sinica Secretariat.
  • These Regulations shall take effect from the date of promulgation.
