  • General Provisions
    • This Regulation is enacted in accordance with Article 6 Item 2 of the Organization Act of Academia Sinica.
    • Academicians of Academia Sinica are elected every two years at the Convocation of Academicians. The number of Academicians to be elected at each Convocation is regulated by Article 5 and Article 7 of the Organization Act of Academia Sinica and should be divided among the four research divisions: Mathematics and Physical Sciences; Engineering Sciences; Life Sciences; and Humanities and Social Sciences. Each division is permitted no more than 10 new elected Academicians (a total of 40 for all divisions).
    • The Academicians’ Election Committee (hereafter referred to as AEC) is organized and administered by the Council of Academia Sinica to perform all preparatory work for each election. The AEC is composed of the following members:
      • President, Vice-Presidents, and the Chief Executive Officer of the Council of Academia Sinica.
      • The Council of Academia Sinica recommends 7 to 10 of its members to represent each of the four divisions on the AEC.

      The AEC is chaired by the President of Academia Sinica. When the President is not able to chair the AEC, one of the Vice-Presidents shall be assigned by the President to act as chair.

  • Nomination Procedures
    • According to Article 6 of the Organization Act of Academia Sinica, the election of the Academicians shall be based on nominations by universities, prestigious professional associations and institutions; or on nomination by at least 5 Academicians and Council Members of Academia Sinica.
    • The nominations made by universities, prestigious professional associations and institutions should be limited to their respective disciplines. Such nominations shall first pass the institution’s highest academic review board, and minutes of its nomination resolution shall be attached, which must also be executed by the highest ranking officer of the institution and stamped with its official seal.
      • The universities mentioned in the preceding paragraph are limited to those registered at the Ministry of Education. Research institutions are limited to those established by or registered at the government.
      • Private research institutions must submit together with its nomination form a description of the institution’s research summary and status for the preceding 3 years.
      • Professional associations and institutions must be registered at the government. In addition, the following must be submitted along with the nomination form: the by-laws of the nominating association, including all the rules dictating the membership of the association; lists of its directors and supervisors over the preceding 3 years; and a summary of its research and statement of its efforts in furthering its specialized academic field over the preceding 3 years.

      The nomination if made by Academicians or Council Members of Academia Sinica must be made by at least 5 of them, at least 3 of whom must belong to the same division of Academia Sinica as the nominee.

    • The nomination form as attached to this Regulation must be completed fully along with the nominee’s full publications list and other documents and should be sent via registered mail to the AEC of Academia Sinica.
  • Qualification Review of Candidates
    • When the deadline for the nomination of Academicians is reached, the AEC shall immediately conduct a preliminary review of all nominees’ qualifications according to Article 4 of the Organization Act of Academia Sinica. The AEC also shall compile a list of all those who meet the preliminary qualification and send this list, with the notation that the nominees listed are qualified, together with all relevant documents, to the Council of the Academia Sinica. The AEC may at its sole discretion engage specialized scholars or experts to additionally review the nominees’ academic contributions.
      The Council of Academia Sinica is then required to provide a list of nominees to their respective divisions. Academicians in each respective division shall cast their votes in secret ballot on the nomination of each individual nominee by registered postal mail.
      Nominees not included in the preliminary list may be added to the preliminary list upon the proposal of 10 Council Members of Academia Sinica which is then passed by a simple majority of the full Council.
    • The Council of Academia Sinica shall review the preliminary list provided by the AEC, with all the evaluation materials (e.g., publications, awards, prizes, etc.) and the result of the consenting vote. This review shall be fully discussed and deliberated by the full Council. Candidates to be listed for the election shall be decided by a simple majority of those present.
    • The list of Candidates, once decided, shall be notified to all Academicians and the Council Members of Academia Sinica.
    • (Deleted)
    • The AEC shall submit the result of the divisional voting and other relevant materials to the Convocation of Academicians. The lists of Candidates shall be divisional and listed according to the number of strokes of the Chinese characters of their names (from few strokes to greater strokes).
  • Election Procedures
    • The procedure for the election of Academicians at the Convocation of Academicians shall be as follows:
      • Each Division, namely Mathematics and Physical Sciences, Engineering Sciences, Life Sciences, and Humanities and Social Sciences, shall each call a Divisional Review Session to provide and submit a merit-prioritized recommendation list of Candidates to the Convocation of Academia Sinica.
        Each division could be further divided into Review Teams to do pre-evaluation and submit recommendations for the reference of the Divisional Review Sessions. Review Teams for the Division of Life Sciences could be 1) Medical Team, and 2) Biology and Agriculture Team, while for the Division of Humanities and Social Sciences could be 1) Humanities Team, and 2) Social Sciences Team. In case a candidate is interdisciplinary in his or her research scope, the Divisions could form a special team to carry out the review; however, only one Division shall be assigned as the recommending division.
      • At the Convocation of Academicians, the Academicians of Academia Sinica shall discuss, deliberate, and vote on each and every candidate with reference to the candidates’ list and relevant materials.
      • The Convocation of Academicians may take multiple votes to complete the voting procedure. A candidate shall be considered elected if, at any voting stage, he or she receives two-thirds of all votes from all four divisions in total, namely a “comprehensive vote” including all votes cast by correspondence. As well, a candidate shall be considered elected if during the comprehensive voting, he or she receives two-thirds of his or her affiliated division members’ votes, at least half of the affiliated division members voting, and the candidate also receives more than half of the total count of the comprehensive vote of all four divisions.
    • Following the election of the Academicians, the President of Academia Sinica shall publicly announce the Academicians elected and notify each elected Academician.
  • Supplementary Provisions
    • This Regulation may be amended by the motion made by 5 or more Council Members or Academician of Academia Sinica, and resolved by two-thirds of the attending Council Members of Academia Sinica.
    • The Regulation shall take effect as of the date of its promulgation.

(This Regulations is drafted in both Chinese and English. If there is any inconsistency between the two, the Chinese version shall prevail.)
