Abstract：
Until about 2010, Europe was a leading player in the global green transition. A decade later, Europe had not only definitively lost this edge, it had also embarked on regressive policies on a number of fronts. Faced with the series of urgently needed, large scale transitions required by the era, Europe went from being a progressive leader to becoming a regressive vassal.
