Extended Service Guidelines at Academia Sinica

  • The handling of extended service cases for Distinguished Research Fellows, Research Fellows, and Research Specialists at Academia Sinica shall be carried out in accordance with these guidelines.
  • Applicable types and their target personnel are as follows:
    • Special Extended Service (Second Tenure): Distinguished Research Fellows and Research Fellows.
    • General Extended Service: Distinguished Research Fellows, Research Fellows, and Research Specialists.
  • Distinguished Research Fellows, Research Fellows, and Research Specialists do not have the right to request extended service.
  • To encourage outstanding senior research staff to expand their research capacity, engage in long-term planning, and contribute to Academia Sinica, research institutes, or centers, they may apply for special extended service, subject to approval by their institute or center.
    Distinguished Research Fellows and Research Fellows may apply once they reach the age of 60 until they turn 63. Applications that are not approved in the first attempt may be resubmitted a second and final time.
  • For Special Extended Service, the individual under review must provide: A future academic research proposal and service plan (until age 70), and a narrative CV outlining either their overall academic performance or that of the last five years.
    Reviews must be conducted by at least three scholars, domestic or international, in the relevant research field. At least one-third of the reviewers must be external to the institute or center.
    The review will focus on the research proposal. Service plans and other aspects may be reviewed independently by the institute or center.
  • Applications for Special Extended Service for Research Fellows must be reviewed at the relevant institute council, center session, or the academic advisory committee. Those with tenured qualifications and currently under extended service may review materials and anonymous referee reports and participate in voting.
    If approved by the aforementioned council, session, or committee, the case is forwarded by the institute or center to the Central Office of Administration for Divisional Appointment and Promotion Committee for review.
    For Special Extended Service cases for Distinguished Research Fellows, after the institute or center conducts the review in accordance with Paragraph 2 of Article 5, the review opinions—along with the evaluation of the applicant’s service plan by the director of the research institute or center —may be directly submitted to the Central Office of Administration for review by the Divisional Appointment and Promotion Committee.
  • Those approved for Special Extended Service by the Divisional Appointment and Promotion Committee may continue service until the age of 70.
  • Upon reaching 65 years of age, Distinguished Research Fellows, Research Fellows, and Research Specialists who meet the conditions specified in Item 9 below, and whose continued service is deemed necessary by their institute, center, or the Academy, may be granted General Extended Service, with their consent.
  • Those applying for General Extended Service under Article 8 must meet all of the following basic requirements and at least one special condition:
    • Basic Requirements:
      • Distinguished Research Fellows and Research Fellows must have published high-quality academic research in the past three years with significant academic contributions.
      • Research Specialists must have made significant contributions to their technical service work, or published scholarly books or major technical reports in the past three years contributing to academic or technological advancement.
    • Special Conditions:
      The applicant:
      • Is a Distinguished Research Fellow of Academia Sinica.
      • Has served as a Chair Professor in a National Endowed Lecture Program or as a Chair Professor at a prestigious domestic or international university.
      • Has of any of the following: the Executive Yuan Outstanding Science and Technology Contribution Award, the Ministry of Education Academic Award, the Outstanding Contract Researcher Award, or two or more Outstanding Research Awards from the National Science and Technology Council.
      • Has engaged in research or technological development work that is deemed by the institute or center to be critically necessary, with no immediate or suitable replacement available.
      • Is currently responsible for leading or planning a major research or technology development project, the continuity of which depends on the applicant’s continued leadership to ensure successful completion.
      • Concurrently holds or is being considered for a department head or higher-level administrative position at Academia Sinica.
      • Holds international honors that are officially recognized by Academia Sinica as equivalent to those listed in Item 2 above.
  • General Extended Service applications for Research Fellows and Research Specialists must be reviewed by the institute council, center session, or the academic advisory committee. Voting on such cases shall involve Research Fellows who are eligible for tenured appointment and extended service. Once approved, the application is submitted by the institute or center to the Academy and sent to the Divisional Appointment and Promotion Committee for further review.
    For individuals who have previously served as a Chair Professor in a National Lecture Program, a Chair Professor at a domestic or international university, or are Distinguished Research Fellows, the case may be submitted directly to the Central Office of Administration and sent to the Divisional Appointment and Promotion Committee for review by the institute or center without requiring a vote in the above meetings.
  • General Extended Service applications must be submitted to the Central Office of Administration no later than three months before the end of the individual's current appointment term. Late submissions will not be accepted.
  • The first general extension of service shall begin the month after the individual reaches the age of 65, with each extension not exceeding one year, and with the total service not extending beyond the age of 70. For individuals qualifying under Items 2, 3, or 7 of Paragraph 2 of Article 9, however, each extended service period shall not exceed three years.
  • If a Distinguished Research Fellow, Research Fellow, or Research Specialist has been approved for General Extended Service, and the reason for the extension no longer exists during the extension period, the institute or center may terminate the extended service and proceed with retirement procedures in accordance with relevant regulations.
  • The individual granted extended service may concurrently hold administrative positions at Academia Sinica, in accordance with legal regulations, during their appointment term.
  • During the period of extended service, the individual must receive remunerations from Academia Sinica and may not be seconded to other institutions. Exceptions apply for secondments to positions at central government agencies at level two or above, or appointments as special personnel or special representatives.
