Short-term Domestic Visiting Scholars to Academia Sinica Operating Guidelines and Procedures

  • Academia Sinica (AS) wishes to further academic exchange between Taiwan universities, colleges and research institutions, to facilitate the development of basic industrial technology, and to encourage domestic scholars to visit or conduct research at AS on a short-term basis. These guidelines are established to promote this end.
  • To be eligible, candidates should meet one of the following qualifications:
    • A full-time assistant professor or above, or a full-time lecturer for over two years from a public or private university in Taiwan
    • A full-time associate researcher or above or an equivalent position from a public or government research institution (the National Applied Research Laboratories included) or from a government technology development institution
    • A full-time associate researcher or above or an equivalent position from a private research institution
    • An attending physician from a teaching hospital with over two years of research experience
  • Candidates shall obtain approval from their employer and conduct short-term visit or research at AS on their own vacation time or on official leave.
  • Research work for the Short-term Visiting Scholars (the Scholars) are divided into the following two types:
    • Thematic research
    • Research and development for specific technologies
  • Applications:
    • Candidates should submit a completed application form, list of representative publications, cooperative research contract, research proposal, and agreement from a sponsoring AS lab or PI to their host institute or research center via their employer.
    • Applications are accepted twice a year and should be submitted at the end of April and the end of October each year.
  • Review Procedures:
    Each institute or research center should establish its own review procedures. One copy of the review procedures, application documents, and list of candidates in order of priority shall be submitted to the Department of Academic Affairs and Instrument Service at the Central Office of Administration. The Central Academic Advisory Committee shall decide and approve the selected candidates.
  • The Length of Visit:
    The length of visit may be from two to six months and may be extended if needed.
  • Research Support for the Scholars:
    According to the qualifications described in Items 1, 2 and 4 of Point 2, AS subsidizes the thematic research projects on the following basis:
    • Incentive pay Scholars who conduct is up to NT $30,000 per month.
    • Subsidy for research related costs, e.g. materials, data collection and etc., is up to NT $20,000 per month.
    • The Scholars shall provide original receipts and related documents for reimbursement to be processed at the host institute or research center.

    The aforementioned incentive pay shall be paid by AS, the host institute or research center. Costs of materials, data collection and etc. shall be paid by the host institute or research center.

  • Performance Review of the Scholars:
    Following the completion of the research project, a host institute or research center may arrange academic lectures for the Scholar. In addition, a written report shall be prepared by the Scholar, reviewed by the host institute or research, and submitted to AS within two months of project completion.
  • Should intellectual property rights be determined over the research outcomes, refer to the “Guidelines of the Development and Management of Research Outcomes of Academia Sinica.”
  • The benefits and obligations for the Scholars shall be regulated by the respective host institute and research center.
  • Should the Scholars be involved in academic ethics violations, his or her case will be processed according to the “Guidelines for the Establishment and Operation of Ethics Committees at All Levels, Academia Sinica.”
  • These guidelines shall be passed by the General Assembly and approved by the AS President before taking effect. The same procedure shall apply when amendments are made.
