Organization Regulations of the Academic Advisory Committees and the Central Academic Advisory Committee, Academia Sinica

  • General Principles
    • These Organization Regulations are enacted pursuant to Article 19 of the Organization Act of Academia Sinica.
  • The Academic Advisory Committees
    • Each institute, preparatory office and research center of Academia Sinica shall establish an Academic Advisory Committee.
    • Each Academic Advisory Committee shall consist of seven to nineteen committee members. The committee members and convener of the Academic Advisory Committees of each institute and research center shall be selected and appointed by the President of Academia Sinica from among scholars and experts outside of the said institute and research center.
      The committee members and convener of the Academic Advisory Committee of each preparatory office shall be selected and appointed by the President of Academia Sinica from among scholars and experts within and outside of Academia Sinica. The director of each preparatory office shall serve as ex-officio member, but shall not serve as convener.
    • All committee members of the Academic Advisory Committee, with the exception of ex-officio members, serve three-year terms, which can be renewed; receive no remuneration, but may be paid travel and per diem allowances during meeting periods in accordance with the regulations.
    • The duties of the Academic Advisory Committee are as follows:
      • Affairs concerning the academic research policies, plans, and achievements of the institutes (preparatory offices) and research centers as well as reviews and recommendations for collaboration with domestic and foreign academic institutions.
      • Affairs concerning to the recommendation of candidates for distinguished research fellows.
      • The Academic Advisory Committee of each preparatory office shall present a plan for the establishment of an institute to the Council of Academia Sinica.
      • Affairs concerning the evaluation of each institute (preparatory office) and research center.
      • Academic affairs instructed by the President of Academia Sinica.
    • When the Academic Advisory Committee holds its meetings, over half of all committee members must attend. When necessary, committee members may provide consultation through written correspondence.
    • The Academic Advisory Committee of each institute and research center shall hold a meeting at least once every two years. The Academic Advisory Committee of each preparatory office shall hold a meeting at least once every year.
  • The Central Academic Advisory Committee
    • The Central Academic Advisory Committee shall consist of committee members to be selected and appointed by the President of Academia Sinica from among the candidates recommended by each Academic Advisory Committee, the Vice Presidents of each Division, and experts within and outside of Academia Sinica (all committee members serve three-year terms, which can be renewed); shall be directly subordinate to the President of Academia Sinica.
    • The Central Academic Advisory Committee shall have one chairperson, to be appointed by the President of Academia Sinica from among the Vice Presidents; have two vice chairpersons, to be appointed by the President of Academia Sinica from among the other Vice Presidents. The Central Academic Advisory Committee shall establish a standing committee, consisting of seven to thirteen members appointed by the President of Academia Sinica from among all committee members, to oversee routine advisory business when the Central Academic Advisory Committee is not in session.
    • The Central Academic Advisory Committee assists the President of Academia Sinica in handling the following affairs:
      • Collecting domestic and international information pertaining to academic research development of Academia Sinica.
      • Assessing the research policies, achievements and future development of each institute, preparatory office and research center, as well as formulating Academia Sinica's overall middle and long range development plans.
      • Clarifying and formulating academic review procedures and methods; assisting each institute, preparatory office and research center in implementing the review procedures for the employment and promotion of research fellows.
      • Planning and coordinating domestic and international academic collaboration.
      • Deliberating academic affairs instructed by the President of Academia Sinica.
    • The Central Academic Advisory Committee shall have one executive secretary, with Senior Rank of Grades 13 to 14, and two or three deputy executive secretaries, with Senior Rank of Grade 12, serving concurrently from among the research fellows and individuals of equivalent positions. The executive secretary and deputy executive secretaries implement the instructions of the chairperson and vice chairpersons, and are responsible for formulating, developing, and executing the affairs listed in Point 10.
    • To meet the needs of carrying out academic development and streamlining routine business, the Central Academic Advisory Committee may establish an executive committee, consisting of three to five members of the Central Academic Advisory Committee, with the executive secretary, the deputy executive secretaries and the director of the Department of Academic Affairs and Instrument Service as ex-officio members. In addition, task forces for specific issues may also be formed.
    • The administrative work of the Central Academic Advisory Committee shall be carried out by the Department of Academic Affairs and Instrument Service in the Central Office of Administration.
    • The Central Academic Advisory Committee holds a meeting, convened by the chairperson, once every two years in principle. When necessary, additional meetings may be held. During the meetings of the Central Academic Advisory Committee, relevant directors of the institutes, preparatory offices, and research centers may be invited to attend.
    • When the Central Academic Advisory Committee holds its meetings, over half of all committee members must be attending. When necessary, committee members may provide consultation through written correspondence.
    • The positions of chairperson, vice chairperson and committee member of the Central Academic Advisory Committee are all honorary. However, the said position holders may be paid travel and per diem allowances during meeting periods in accordance with the regulations.
