The Organization Regulations of the Research Centers of Academia Sinica

  • The Organization Regulations of the Research Centers of Academia Sinica (below abbreviated as these regulations) are enacted in accordance with the provisions of Paragraph 1 of Article 17 of the Organization Act of Academia Sinica.
  • The establishment and operation of the research centers of Academia Sinica shall be in accordance with the provisions of these regulations. For affairs not stipulated in these regulations, the Organization Regulations of the Research Institutes of Academia Sinica shall apply mutatis mutandis.
  • Each research center may establish various thematic research centers or research projects based on the relevant research fields.
  • The purpose of establishing research centers is to integrate research fellows from the research institutes (preparatory offices) of Academia Sinica or experts from outside Academia Sinica to conduct interdisciplinary research, carry out specific research projects or provide services.
    The establishment of research centers shall take the following into careful consideration:
    • The objective needs and potential of the research center of Academia Sinica to carry out interdisciplinary research, comprehensive area studies, applied scientific research, or provide other particular services;
    • Evidence that the organization of the existing research institutes (preparatory offices) or research centers of Academia Sinica is insufficient to carry out the research, projects or services stated in Subparagraph i of Paragraph 2 of Article 4;
    • The estimated duration of time needed for the existence of a subordinate thematic research center or research project as well as the appropriate time to carry out the time-duration assessments;
    • The feasibility and potential expandability of pursuing research projects consistent with the research center's purpose of establishment;
    • The number of staff and researchers needed.
  • Research centers shall be established by the following procedures:
    • The establishment of a research center shall be ratified by the Council of Academia Sinica and submitted by the President of Academia Sinica to the President of the Republic of China for approval.
    • The President of Academia Sinica shall select and appoint experts from inside and outside Academia Sinica to form an Academic Advisory Committee for the relevant research center.

    A subordinate thematic research center for specific research projects of the research center may be established after ratification by the General Assembly of Academia Sinica and approval by the President of Academia Sinica.

  • Each research center shall have one director. The President of Academia Sinica shall, after requesting the Academic Advisory Committee or specially-appointed employment team to recommend 2 to 4 candidates, appoint one from among them as director. If necessary, the President of Academia Sinica shall appoint the director after consulting the assistant research fellows, associate research fellows, research fellows, and distinguished research fellows of the relevant research center.
    The director of the research center must serve as a distinguished research fellow or full-time research fellow at Academia Sinica.
    The appointment of the director of the research center shall be subject, mutatis mutandis, to the provisions of Paragraph 1 of Article 3 of the Organization Regulations of the Research Institutes of Academia Sinica after the establishment of the research center.
    Each research center shall have one to two deputy directors. The director of the research center shall make recommendation(s) for deputy director(s) from among the full-time research fellows or associate research fellows of Academia Sinica and then submit the case(s) to the President of Academia Sinica for appointment.
    Each thematic research center subordinate to a research center of Academia Sinica shall have one chief executive officer. The director of the research center shall recommend candidates to serve as chief executive officers from among the research fellows of Academia Sinica pursuing each specialized area of study. The case shall then be submitted to the President of Academia Sinica for appointment. The term of appointment for directors of the research center is three years. In principle, if reappointed, the director may serve for one more term thereafter. However, if necessary for reasons of academic development, the President of Academia Sinica may commission the Academic Advisory Committee or specially- appointed employment team of the research center to provide advice on the suitability of the director to serve for a third term. After approval by the President of Academia Sinica, the director may serve a third term. The term of office of the deputy director(s) may not exceed that of the director. The term of office for the chief executive officer of the thematic research center is two years. The chief executive officer may serve one more term thereafter.
    Each research project subordinate to the research center shall have one convener. The director of the research center shall recommend one convener for each research project from among the Academia Sinica research fellows undertaking each research project. The case shall then be submitted to the President of Academia Sinica for appointment. The term of the appointment for each convener is two years, and the convener may serve a second term upon reappointment. The position as convener is non-remunerated.
  • Each research center shall have research fellows, research specialists, and administrative and technical staff who shall be employed (appointed) according to the following principles:
    • Certified staff may be employed (appointed) by the research center or transferred from among full-time staff from other units of Academia Sinica. Research fellows may also be jointly appointed by the research center and other research units of Academia Sinica. Decisions for the placement of research fellows in the research centers or its subordinate thematic research centers shall be submitted by the director to the President of Academia Sinica for approval.
    • After the completion of the research tasks, certified staff shall return to the research unit at which they were originally employed or be transferred to other research units in Academia Sinica. However, certified staff whose employment contract stipulates that automatic dismissal shall occur upon the termination of the research task shall abide by the contract. The same shall hold true upon the dissolution of the relevant thematic research centers.
    • Upon the termination of a research project, non-certified, contract-based employees shall be automatically dismissed. The same shall hold true upon the dissolution of the thematic research centers.
  • In cases of joint appointment of full-time research fellows at a research center and another research unit of Academia Sinica, the research unit to be responsible for disbursing salaries shall be negotiated by the research center and research unit of Academia Sinica.
  • Each research center shall have a General Assembly. Regarding the composition, convocation, and functions and powers of the General Assembly, the provisions of Articles 21 and 22 of the Organization Regulations of the Research Institutes of Academia Sinica shall apply mutatis mutandis.
    Regarding the employment reviews by the General Assembly of research fellows of all ranks, the provisions of Article 23 of the Organization Regulations of the Research Institutes of Academia Sinica shall apply mutatis mutandis.
    The initial employment cases, renewed employment cases, promotion cases and tenured appointment cases of research fellows of all ranks shall be reviewed only when there are 7 or more research fellows with the right to vote on employment review cases of research fellows of all ranks in the research center (including adjunct research fellows with the right to vote on personnel cases). When there are less than 7 of the above-mentioned research fellows, the employment review cases mentioned above shall be discussed by the General Assembly and deliberated by the Academic Advisory Committee of the research center.
    The method for participation in the General Assembly by jointly-appointed research fellows of the research center (including the right to vote on various affairs) shall be deliberated by the research center and submitted to the President of Academia Sinica for approval.
  • When pursuing research projects of related nature, each relevant research center and research institute (preparatory office) shall cooperate in their implementation.
    The promotion, renewed employment and academic research performance evaluation of certified, jointly-appointed research fellows of research centers shall be handled by the research unit disbursing the salary of the research fellow.
  • In order to enhance administrative efficacy, the director of the research center may request staff and researchers of the center to establish various committees. Regarding the tasks of the various committees, the provisions of Article 25 of the Organization Regulations of the Research Institutes of Academia Sinica shall apply mutatis mutandis.
  • The director shall regularly work in coordination with the chief executive officer of the thematic research center and the convener of the research project to present reports on each research project of the research center. These reports shall be submitted to the Academic Advisory Committee of the research center for review.
    The reports shall include the research achievements and service results of the research center, thematic research center and research project, as well as restructuring plans, budget reviews, etc.
  • When the estimated duration for the existence of the thematic research center is about to expire, as stipulated in Subparagraph iii of Paragraph 2 of Article 4 of these Organization Regulations, the Academic Advisory Committee shall assess the necessity of the continued existence of the thematic research center and the estimated duration of time still needed. After the next duration of time for the existence of the thematic research center has been assessed, this matter shall be submitted by the director of the research center to the General Assembly for deliberation.
  • Before the completion of the thematic research center's tasks or projects, the Academic Advisory Committee may pass a resolution (which shall be submitted by the director of the research center to the General Assembly and approved by the latter) to transfer the projects to a research institute or another research center for implementation. This shall be approved by the President of Academia Sinica. When all affairs related to the research projects have been transferred, the thematic research center shall be dissolved.
  • The President of Academia Sinica may, if individual cases demand, appoint an ad-hoc committee to handle the affairs originally managed by the Academic Advisory Committee of the research center regarding assessments, resolutions, and submissions for approval, according to Article 13 to 15 of these Organization Regulations.
  • In order to manage administrative affairs and technology-related work, each research center may employ system analysts, system coordinators, system designers, executive officers, technical specialists, analysts, coordinators, designers, assistants, technicians, assistant technicians, assistant system coordinators, assistant system designers, senior clerks and associate clerks.

  • The official rank, grade, and prescribed number of personnel of each professional position mentioned in these regulations shall be established in a separate table.
    The official rank and grade of each professional position mentioned in these Organization Regulations shall be in accordance with the provisions of the Table of Grading of Positions.
  • These Organization Regulations and the amendments thereof have been approved by the Council of Academia Sinica and promulgated and enforced by the President of Academia Sinica.

Note: The Chinese text of these Regulations shall be deemed the original. In the event of any dispute or misunderstanding as to the interpretation of the language or terms of these Regulations, the Chinese language version shall control.
