Elon Musk's Neuralink has developed a technology to measure more accurate brain information by implanting a small chip inside the brain. Neurotech has been introduced into the medical field and distributed in the market as a product. In recent years, a number of reports and recommendations aimed at regulating and promoting neurotech have been published by international organizations likeOECD, UNICEF, and UN, etc. This lecture will provide the basic perspectives that the new field of legal study, "neurolaw,"may need in order to face this topic in the future. Before questioning the merits of specific ideas or proposals of neurorights, I would like to consider the transformation ofthe view of the human beingbrought about by neurotechnology.
