The Regulations for the Election of Council Members of Academia Sinica

  • These Regulations are enacted in accordance with Article 10, Item 4 of the Organization Act of Academia Sinica.
  • Each term of the Council of the Academia Sinica is 3 years. In accordance with Article 7 and Article 10 of the Organization Act of Academia Sinica, the elected Council Members shall be divided into four divisions: Mathematics and Physical Sciences; Engineering Sciences; Life Sciences; and Humanities and Social Sciences. Each division shall have at least 10 Members but no more than 50 Members in total. The quota is determined by the previous term of the Council of the Academia Sinica.
  • The Council of the Academia Sinica shall organize the Nomination Committee 5 months before the term expires to nominate the candidates for the next term of the Council. The Academicians of each division can, with the signatures of 3 Academicians giving reasons for their recommendation, nominate candidates who belong to the same division as the 3 Academicians. The Nomination Committee shall then combine the lists of the candidates from three divisions, with at least twice as many candidates the required number of Council Members. When necessary, Academicians can nominate candidates to the Convocation of Academicians through the signatures of 3 Academicians. However, only those who receive a majority of the attending Academicians’ votes can be put on the final list of the candidates.
  • When voting for the Council Members during the Convocation of Academicians, the attending Academicians shall vote anonymously, in accordance with the quota for Council Members established for each Division. Candidates shall be ranked according to the number of votes received and those with the highest number of votes shall be considered elected. A reserve list consisting of a quota of 1 to 5 candidates per Division shall be established and candidates ranked according to the number of received votes.
    If two or more candidates receive the same number of votes, the Chairperson shall rank the candidates.
    When voting for the Council Members does not occur during the Convocation of Academicians, the Academicians shall cast anonymous votes through correspondence.
  • After the candidates for Council Member have been considered elected, the Chairperson shall promptly inquire about the elected candidate’s willingness to serve as Council Member. If the elected candidate is unwilling or unable to serve as Council Member, the Chairperson shall select the candidate which is ranked highest on the reserve list.
  • Academia Sinica shall recommend the newly-elected Council Members to the President of the R.O.C. for appointment.
  • When a Council Member resigns or the post becomes vacant, a new Council Member shall be elected by the Council of Academia Sinica in accordance with Article 10 of the Organization Act of Academia Sinica. However, if the first meeting of a new term of the Council of Academia Sinica lacks a quorum, the Convocation of Academicians shall elect new Council Members to fill the vacancy, in accordance with the provisions established in these Regulations.
  • These Regulations may be amended by a motion made by 5 or more Council Members and approved by two-thirds of the attending Council Members of Academia Sinica.
  • These Regulations shall take effect as of the date of their promulgation.
